"Copilot Notebooks are currently made available only through your work account." & "Copilot Notebooks are currently not available to Microsoft 365 Personal and Family subscribers." - what is it now?

Also what does this mean for Loop Workspaces and OneNote? Are Loop Workspaces still a thing or kind of leftover since Copilot Notebooks are taking all the focus?
