Prior to turning the GPO on, I pushed out a channel change with the ODT and the following parameters:

I just checked one of the laptops that hasnt upgraded, and used Notepad++ to search 34 log files, and there is nothing found for COM Enabled. What I do see when I search for "unexpected" is http transport errors

(I deleted the audience and machine ID info from the errors)
These errors are repeated in the logs on this device. I assume that it's attempting to download the updates and failing, since I can see an empty folder with the appropriate update version on the device
I just cant tell why it's failing to download the updates. Other devices are doing this as well, but roughly half have had no issue. These would be a mix of devices that are physically on the network, on a home network, or on the VPN
