EDubs Its a fair question but a difficult one to answer.  The throttle is dynamic based on telemetry\signals we receive from our audience.  Typically, when a new build is released, very conservative number is initially used and once confidence based on signals are verified, volume is turned up to get everyone up-to-date in a controlled manner.  I would ensure UpdateDeadline is set, for example 5 and I think you'll find machines are updated by your compliance deadline.  Again, we're working on providing additional tools for CDN experience in the future but for now, I'd recommend moving subset of machines over to CDN and then monitor rollout.  Build confidence using CDN method and then slowly turn COM off across your real estate.  Remember, this is how Office was designed and works for hundreds of millions every month, its just new to many Enterprise customers.
