Thanks for your question on similar enforcement for other admin portals. We have not made any announcements for Exchange, SharePoint, Teams, etc. as of yet but will let you know.

We already have conditional access policy implemented to enforce MFA in our tenant. But some technical mailboxes are excluded from MFA due to some reasons.
Will these MFA excluded mailboxes be able to manage own quarantined mails in security portal(https://security.microsoft.com/) as a user?

  Microsoft will enforce MFA for the M365 admin center. Your M365 services, including your mailboxes, will continue to follow the conditional access policies you have set up.
