Row Major calculation order

I have at least one worksheet where this is not the case. Calculations in row 1 are working correctly even though they reference a name defined in row 6.

Any idea what is happening here? If I try to duplicate this on another sheet in the workbook if fails with name undefined. Which is what I would expect.

Is there some way that the person who created the original workbook was able to "work around" the Row Major calculation order?
