Jeffery1967 checking in on this thread - have you, or anyone else here, found a reasonably priced alternative to AIP for email encryption?
I am with an MSP managing 365 licensing for several thousand users. I have been scouring the internet for 6+ months now trying to find any option that is even remotely affordable. F1 licenses came up - cheap, but not eligible. E5 Information Protection and Governance - cheap, but not eligible (requires EMS E3 in addition to the IPG license itself). The "cheapest" alternative is Enterprise Mobility + Security E3, but at $10.xx that's still a significant increase over AIP's $2.00 price.
As previously mentioned, Microsoft's documentation is still wrong on this. For example, both the https://learn.microsoft.com/en-us/office365/servicedescriptions/exchange-online-service-description/exchange-online-service-description and the https://learn.microsoft.com/en-us/purview/ome-faq still state that you can add AIP to a Business Basic license. This is an incredibly frustrating issue and we have no solution.
