does the data explorer set an OwnerLevel on the consumer client it defines?  the equivalent of https://learn.microsoft.com/en-us/dotnet/api/azure.messaging.eventhubs.consumer.readeventoptions.ownerlevel?view=azure-dotnet  

or does it leave this empty and consumes behaving as a non-exclusive reader?
