I've passed this information to Dell Refurbished, who is not listed as a MAR, but I suspect they might subcontract one of those partners. At this point, it's pure speculation, but I've asked them to look into it.
Your mention about Windows 10 Pro license got me thinking. I was under the impression that the license key is tied to the device's firmware and stays with it. I usually fetch it using "wmic path softwareLicensingService get OA3xOriginalProductKey". Is there something contractual that necessitates a new license when the device has been re-sold?
I've already opened a ticket with Microsoft Intune for now, but reaching out to Microsoft's device support will be my next step if necessary.
I chuckled a bit at your point about not needing hardware for Autopilot testing. I've got around 20 VMs already set up for testing various configurations. The physical device is for testing White Glove (pre-provisioning) capabilities, which do require TPM attestation only available on physical devices.
