As of March 26, 2025, Apple has updated the Apple Business Manager Terms and Conditions (T&C). An IT admin will need to accept these new terms when using Apple School Manager, Apple Business Manager, Apple Volume Purchasing Program, and the Device Enrollment Program to ensure that the managed devices can continue communicating with Microsoft Intune, or any other MDM provider.

How does this affect me?

This will only affect you if you have MDM-managed devices and use any of the following programs:

  • Apple School Manager
  • Apple Business Manager
  • Device Enrollment Program
  • Apple’s Volume Purchasing Program

Managed devices will not be able to sync with Intune until the new Apple T&C is accepted. The Intune service receives the error – “T_C_NOT_Signed” from Apple. If you use any of the listed programs, simply login to the appropriate URL highlighted in the support article from Apple here: https://support.apple.com/102069. Once you’ve logged in and accepted the new T&C, managed Apple devices will once again be able to communicate with Apple’s device management servers.

  • I just renewed the token in Intune and used my existing .p7m token. No need to download a new token from ABM.

I came here to find out what to do as well (roughly 4 hours after agreeing to the updated ABM T&C), however just before I did so, I assigned a profile to a device in MEM. I went back to complete the steps above (apply a newly-downloaded token), and the warning about not syncing due to not agreeing to the new T&C had disappeared, and syncing appeared to be working.

So, a mix of patience and/or a profile assignment was enough to kick it back into action.

I also had the same issue of it not wanting to re-sync.. What you need to do is go into Apple Business Manager, Download the token "It will reset the Sync", go back into Endpoint Manager and upload the token.. the sync will begin syncing with the timer counting down from 15 minutes Wala.. you should be good to go.

I accepted the T&C but Intune keeps telling me I need to and won't change and won't let me sync.
