Review your Endpoint Protection, Device Policies, and Application Policies for Intune for EDU
Just been caught out by this in a Microsoft 365 Business environment. Result was that connections such as RDP on 3389 were being blocked outbound from MDM managed clients.
Despite un-assigning the policy, and then deleting the policy entirely I've had to retire the devices from Intune before outbound connections could be made.
Port 80 outbound was fine though, and I could RDP in to the affected machines, made troubleshooting very difficult.
