Hi smaug_ca1520, if you are still encountering an issue where FileVault recovery key rotations are continuing to fail on macOS devices, please open a new support request via the Microsoft Endpoint Manager admin center's Help and support blade, or any of the methods here, as this will help the team capture all the information needed to resolve the issue.
