If these devices are MDM enrolled and the native mail profile is managed by the MDM, then yes, you can remove the profile (https://docs.microsoft.com/intune/email-settings-configure#remove-an-email-profile).
If these are not enrolled devices (or the mail profile isn't managed), then there's no admin way of removing it for all devices/clients*. All you can do is block access to EAS and give the users instructions on how to remove the profile manually.
