Restore of iCloud Backup can only be done from one device to another device, not on the same device in most cases. This is sort of a flaw in the iCloud Backup restore procedure, when you restore on the same device the Intune Management Profile is also restored and by that breaks the enrollment. But its somewhat unclear how it works. It also depends on the MDM solution and what ever the enrollment profile is locked or not.
