**UPDATE** This solution not working any more. After few days working, intune company portal app now mark device as noncompliant.

Great, your solution works very well for us. Almost three months of big problems solved! Thank you!
Since Outlook and Teams were already installed, here's how I did it:
- removed device from intune
- removed device from EndPoint manager
- uninstalled intune company portal app on device
- rebooted device
- installed older version of intune company portal app (v5.0.5273.0) from sept '21 out of band apk
- https://www.apkmirror.com/apk/microsoft-corporation/intune-company-portal-2/intune-company-portal-2-5-0-5273-0-release/intune-company-portal-5-0-5273-0-2-android-apk-download/
- completed compliance check/device setup in intune company portal app on device. Result: device is compliant
- started outlook
- required to update to the latest version of intune company portal app
- updated the app via the play store
- started intune company portal app. Result: device is still compliant
- outlook and Teams working!!!
