user on my end noted the steps taken and shared it with me - hope it helps
- removed my device from intune
- confirmed w/ you that you didn't see it in the management dashboard
- uninstalled intune
- rebooted
- installed older version of intune (v5.0.5273.0) from sept '21 out of band apk

- completed compliance check/device setup in intune
- installed outlook
- required me to update to the latest version of intune
- updated the app via the play store
- successfully set up outlook
- (teams was installed prior to this process and required me to update to the latest intune. once i did it for the outlook install, teams started working as well)
