Intune grouping, targeting, and filtering: recommendations for best performance

I am experiencing similar issues using device filtering.
We are enrolling Teams Rooms devices with a provisioning package, and I have all our config profiles assigned to "All Devices" and then use a device filter to exclude the Teams Rooms from multiple config profiles using device name.
But when the device first enrolls it applies all the configuration profiles and ignores the device filter, then after about 10 minutes it shows the config profiles it has "filtered" out, but it's too late as all the profiles we didn't want applied already are.

Any ideas on this as I am following your recommendation of using the virtual groups, put Intune support are telling me to create Dynamic AAD groups that dont include these devices, but then that is going against your recommendation of using the virtual groups and device filters?

This will all working up until sometime early this year.
