Hi Alo Press, the team confirmed that if admins skip this preconfigure permission step, then users will have the default experience (which is that they'll be prompted to grant permission by themselves).

If you'd like users to have a more simplified permission experience, you can choose to preconfigure permissions for Launcher via App configuration policy. The following permissions are needed by Launcher: Calendar, Camera, Contacts, Files and media, Location, Microphone, Phone.
