I have been able to deploy a basic Wi-Fi setting for Zebra devices and Kiosk dedicated devices. All my test for deploying an enterprise Wi-Fi network; always prompts for a UserID and password.
Looking at how I configured a clients Wi-Fi cert a few years ago (non-Intune), I had the same issue with users picking up the certificate but still being prompted to enter user details. I think I resolved this by changing the conditional rules. I do recall it allowed domain devices to automatically connect to the Corp Wi-Fi. Any other combination i.e. non-domain device or non-domain user; then you would need to enter user details or opt for the Guest network. This has now been configured for Intune; I'll see if I can get the details.
I did some testing with MS Launcher, regarding custom wallpapers and default apps on the home screen and all worked.
I used Configuration Designer, but using the JSON script was easier to add the apps selected to appear on the Home Screen as default, and to stop the user from changing the corporate wallpaper.
