Power BI limits are based on data size and the Power BI license you have, so the total cost ultimately depends on the usage patterns of the services you use. But in our limited testing, yes, it is possible to load up to $5 million per month with incremental refresh configured. That said, the more data you pull in via storage, the slower the data refresh will be. There's a point where it takes so long and may run into timeouts that a more scalable solution is needed.
