Did more people test ? Is filecopy over smb network (and not only local file copy) it finally fixed in latest kb or not?
See a lot of conflicting info in last couple comments.
the KB5022913 update seems to fix the problem for some people, but not for everyone else.
but the KB5022913 (22621.1344) update seems to cause/create other unrelated problems, such as breaking 3rd party UI customization tools on those Win11 22h2 systems and making those specific Win11 systems un-bootable.

best to wait for the next 22h2 cumulative update come Tuesday March 14 and test again.

I solved the situation by following the steps in this article and changing the LargeSystemCache. Now the speed is constant and above 100Mb/s.
