So yeah, came here looking for maybe another root cause of this issue and to find that there doesn't really seem to be any publicly available time table on when this is going to be fixed.  I've noticed that file transfers are slowed but opening a large file over SMB is brought to a near halt.  
 
I work in film and I tend to have enormous working files. 
Windows 11 Pro, 22H2 (22621.1194)
I have 10Gbit Ethernet DAC to my switch which has a 20 Gbit link to the core switch which then has 20 Gbit to the hosts that host our file server.  I'm used to seeing file read speeds well in excess of 700MB/s.  If I copy one of my working files over to a local drive, that copy works as expected.  If I PLAY the file while it's still on the SMB server, I get a burst of like 2Gbit and then a super slow stream of like 3.4 Mbit/s for several seconds, then another burst of 1+ Gbit/s but not often enough to keep any playback buffer full.  Certainly not enough to work with the file directly.  Even uncompressed audio files struggle to be played over the network while they can be copied just fine.  This started with KB5021255 for me and it hasn't been remotely resolved.
 
So essentially, I'm down due to this bug.
