DFS Replication in Windows Server 2012 R2: Restoring Conflicted, Deleted and PreExisting files with Windows PowerShell

Hello, I don’t quite understand why DFSR transfers all deleted files to the Conflicts and Deleted folders? I have set up a standard replication schedule during working hours. If someone deletes a file from a replicated folder, it appears in the ConflictAndDeletedManifest.xml list. Why is this done? It turns out that the folder will constantly overflow and messages will be received that the quota is exceeded.
And if you can explain a little how to direct all clients to one referral, so that they work on one server and not on different ones. And how can you see which particular referral the client is connecting to? Thanks for the answer! 

And if I do one read-only referral and the other I need to write, then for some reason replication in this group does not work for me. How to make all clients work only on the fs-01 name server and not on the fs-02 server?
