Updates to High Volume Email (HVE) Public Preview

High Volume Email (HVE) for Microsoft 365 allows customers to send large volumes of email, primarily to internal recipients without any recipient rate limits at GA (the public preview has a limit of 100,000 recipients per day per tenant).

HVE is a companion feature to Azure Communication Services (ACS) for email, which offers high-volume transactional, bulk, and marketing emails to external recipients. The public preview of HVE was released on April 1, 2024.

Today, we’re excited to announce some new enhancements to the HVE public preview.

Added Support for OAuth

Support for OAuth is now available in the public preview.  The benefits of using OAuth include enhanced security and seamless integration with Microsoft 365. You can use application or delegated permission. Instructions for enabling OAuth for HVE are at OAuth authentication for high volume emails for Microsoft 365.

Improved Account Setup

In addition to adding support for OAuth, we have also enhanced the experience in Exchange admin center for account setup. You can now select your managed domain via a drop-down menu as shown below.

Final Naming for PowerShell Cmdlet Parameters

We have renamed the LOBAppAccount parameter for the New-MailUser cmdlet to HVEAccount. An example of the finalized naming is shown below:

New-MailUser -HVEAccount -Name "TestAccount@contoso.onmicrosoft.com" -PrimarySmtpAddress "TestAccount@contoso.com”

The previous LOBAppAccount parameter will be available for a short while, but we will begin phasing it out in the coming weeks.

Support for Federated Domains

Federated domains are now compatible with HVE accounts. To implement HVE for a federated domain, use the following command where contoso.com represents a federated domain. Any managed domain can now be included in the Name field.

New-MailUser -HVEAccount -Name "TestAccount@contoso.onmicrosoft.com" -PrimarySmtpAddress "TestAccount@contoso.com”

General Availability

We are targeting general availability starting September 2025 and expected to be completed by early October 2025. Our focus for the public preview is to ensure stability and reliability and introduce additional features like billing and reporting.

  • Hello,

     

    Is there currently, with the High Volume Email service, a limit to the size of emails sent? We have noticed at times that emails larger than 7-8MB did not go through.

    If there is a limit, is it possible to know what it is in order to have a better understanding of the usage capacities?

     

    I have not found information on the maximum size of emails sent in the documentation.

    Hello,

     

    please provide us with the pricing model. We did a few pilots with our customers and it works very well for their use cases. But without knowing the pricing model they will look for alternatives that they can plan with. So please let us know the pricing, ideally in the next one or two months.

    Simone_LiebalThank you very much for your answer. We have a problem with the fact that we have to open port 587 on our firewall to any destination. This is a security problem for us.

    Simone_Liebalin my tenant, which is configured in a hybrid way and therefore each object has dozens of service mailboxes already present, I would like to use an existing one and make it available as HVE; or when I go to create a new mailbox precisely through the new-remotemailbox cmdlet I would like to have the possibility of creating it already that it can be of type HVE.

     

    Also I've another question. What about SPF and DMARC / DKIM for this service? Does this service inherit those set in the various office 365 configurations or which ones?

    We have heard this request before. Currently, there is no definite list of IP addresses for the HVE service available. However, we are looking into this. Could you help me understand your requirements in this context and why this is something that you would need - is there a flow you are specifically concerned about (incoming / outgoing)? 

  • JrouziesM and SteveTH I'll answer your questions together, as they seem to have a similar use case. High Volume Email service is primarily intended for use with line-of-business applications. As such, the ability to SendAs via a regular mailbox is not on our roadmap for GA at this time. However, we greatly value your feedback and encourage you to keep sharing your needs and suggestions as we continue to look at future updates for HVE!

    Faber77 To ensure I fully understand your needs, could you please provide more details about what you are looking to achieve with the HVE account when using the new-remotemailbox command in a hybrid environment? Any additional information would be very helpful.

    Hi The_Exchange_Team but in an hybrid environment where all mailbox are only cloud but we sync our directory con Entra Connect, and create the mailbox with the command new-remotemailbox can we add in something way the attribute that it will be used for HVE? I didn't see any option actually in new-remotemailbox to make an HVE account.

    Will SendAS or SendOnBehalf now also be possible with the HVE accounts? To send E-Mail as existing Mailbox Address.

    Is there any plan for HVE to be usable by some normal users accounts? (maybe through some licensing)

     

    Marketing often wants to send communication from Directors accounts / address, which causes their own account to get locked 24h cause it sent to too many recipients.

    We need an IP list for a rule on our firewall. We cannot currently use HVE, otherwise we would have to allow SMTP to all target IP addresses. Will there be an IP address list like here for the HVE servers or is there already one available?
