@Scott: That page is from Office 2010 resource kit. It states that Personal Archives support is available in Outlook 2010 in the Volume Licensing versions of Office 2010 Professional Office 2010 Professional Plus.
Office 2010 suite is sold in different "bundles" (SKUs) through retail and volume licensing channels. More details about the apps included in each bundle or SKU can be found in http://office.microsoft.com/en-us/suites/.
