We discovered a bug accessing the recall status report and have temporarily disabled the feature while fixing it - we expect to re-enable it again starting on March 22nd. This is discussed in Service Health Dashboard item EX526084.
* March 22 update - the fix has rolled out and the feature has been re-enabled for the sub-set of EXO forests that were enabled at the time of the regression. We now expect worldwide rollout to complete by April 7th.

It's enabled by default (although right now we've temporarily disabled it). As noted in the FAQ above, there are two settings you can toggle: 1) one to disable/enable the entire feature; 2) disable/enable the recalling of read messages. The switch to toggle the recalling of read messages is available in the EAC as shown in your screen shot. The switch to toggle the entire feature off/on is via remote powershell: Set-OrganizationConfig -MessageRecallEnabled $false.
