According to the data I have, classic recall is ~40% effective on average, the new recall is > 90% effective. See the table mid-article which shows these numbers, derived from tens of millions of classic recalls in EXO and several months of Microsoft employees using the new recall (which actually averaged 97% success over two months).

Triggering a recall from OWA is not yet possible. Recipients no longer have to use Outlook for Windows for recalls to work, but senders/recallers still do. As noted in the FAQ in the post above:
Will the new Message Recall allow me to trigger recalls using email clients other than Outlook for Windows?
Not yet, but we’re working on an API that other email clients can adopt to submit recall requests for Exchange Online recipients.
