Great approach and long awaited upgrade.

Feedback: Below option can be enabled with mutual trust or federation settings of some sort, would be highly useful.  

Can I recall messages sent outside my organization?
No. For privacy and legal reasons the new Message Recall won’t recall messages sent to recipients outside your organization.

Maybe a default with Admins having ability to turn if off. Reporting would be bit challenging though.

Set-OrganizationConfig -ExternalRecallReadMessagesEnabled $false.
