Definitely they will come out (dunnow when). Rollup is a smaller pack of code updates, and Service Pack is usually some kinda great changes, such as IMF in Exchange 2003 SP1, or PF in Exchange 2007 SP1. It's not only a debugging code updates. So why should they stop with E12 SPs? Makes sence?
