It's a fair point that comes down to interpretation of the question. If this was a distance and we asked "25 km or less", one would more readily say that 25.1km is greater than 25 km and using "<=25" in a formula is appropriate. I know in everyday speech we typically say someone that is 25.1 years of age is "25", but one could argue the mathematical precision of that statement.
Ultimately, a good portion of contestants did go with the "<=25". You'll notice that directions can get longer/more precise in later rounds of the competition to help eliminate some of these ambiguities.
