I do not think it is just a cynical money-making strategy though I do wonder whether the offering needs to be quite as complicated. Right now Excel is going through a period of unprecedented change. The 'normal' cycle of 3 yr+ updates is not remotely sufficient to keep one up to date, so to have the latest works best with the subscription model. Then, many users are not in a position to accept beta release software for mission-critical application, so an opt-out is essential.
Something that troubles me, is that there is only minor commonality between the spreadsheets I write now and those I might have written 5-10 years ago. As things stand, I cannot deliver current solutions to the majority of potential clients. I would like to see 2019 (in particular) updated even if the users are wedded to traditional work-practices and do not care.
