The March 2021 Cumulative Update Preview for Windows includes the following time zone update:

  • Individuals and organizations in the Republic of South Sudan were recommended to temporarily set the time zone on their devices to (UTC+2:00) Harare, Pretoria” from February 1, 2021 at 00:00.
  • Beginning with the March 2021 Cumulative Update Preview, South Sudan customers will now move to a new Windows time zone, "(UTC+2:00) Juba".
  • This can be done in one of the two ways:
    • Select the Windows logo key, type "time zone", and select Change the time zone. From the time zone dropdown, select “(UTC+2:00) Juba”.
    • Navigate to Control Panel > Date and Time > Change time zone. From the time zone dropdown, select “(UTC+2:00) Juba”. Select OK to apply the change.
  • This change is for customers running the following Windows 10 versions:
    • Windows 10, version 1809
    • Windows 10, version 1903
    • Windows 10, version 1909
    • Windows 10, version 2004
    • Windows 10, version 20H2
  • South Sudan customers running other, supported versions of Windows will see the relevant changes in the April 2021 monthly quality update.

This is great - but the new timezone doesn't appear to be supported in Exchange Online yet - at least not in the PowerShell cmdlets:

Set-MailboxRegionalConfiguration -Identity "User Name" -Language en-SS -TimeZone "South Sudan Standard Time" -DateFormat $null -TimeFormat $null
Cannot process argument transformation on parameter 'TimeZone'. Cannot convert value "South Sudan Standard Time" to type "Microsoft.Exchange.Data.Storage.Management.ExTimeZoneValue". Error: "The time zone specified is not valid. Time zone: South Sudan
    Standard Time."
        + CategoryInfo : InvalidData: (:) [Set-MailboxRegionalConfiguration], ParameterBindin...mationException
        + FullyQualifiedErrorId : ParameterArgumentTransformationError,Set-MailboxRegionalConfiguration
        + PSComputerName : outlook.office365.com

This works for all other timezones - do the Exchange Online PowerShell team need a poke? https://docs.microsoft.com/en-us/powershell/module/exchange/set-mailboxregionalconfiguration?view=exchange-ps

There seems to be a bug with this update. When I try to change time zones the only time zones that it shows me are Juba and Volgograd and I'm nowhere near those locations

    Spoiler

As of now (September 2021), when creating a new meeting under the latest Windows Teams client (1.4.0.0.22427 (64-bit)), there is no '(UTC+2:00) Juba' timezone under the 'Time zone' dropdown:

This timezone has been part of Windows since March. The fact that it is not there also means that the Teams clients defaults to UTC - so chat messages etc have the incorrect time. Please arrange for the Microsoft Teams timezone file to receive regular updates along with Windows.

Over two years later and Microsoft Teams still doesn't support the South Sudan timezone. Almost as if the world's youngest country isn't a priority to Microsoft.
