Thank you for your response! I do understand that MFA has become a default requirement in today's life, but since you have explained in great length, let me tell you this requirement is for a correctional institution, and hence, this restriction. Hope this clears any confusion!

Can Temporary Access Pass (TAP) be used in a restricted scenario like this? According to the link below, TAP can be used to onboard passwordless authentication methods, such as Microsoft Authenticator, FIDO2 and Windows Hello for Business. It can also be used for recovery when a user has lost or forgotten their strong authentication factor like a FIDO2 security key.
