I'm not sure exactly what you are asking here. 2409 is the version included in the referenced key and it is supported until June 2026 (Updates and servicing - Configuration Manager | Microsoft Learn) and you can upgrade instances installed after that as needed. I'm sure we'll also update the version included in the kit by then as well.
If you are asking about whether there is a perpetual license for labs at no additional cost similar to the licensing model of the TPs, then the answer is no, however, you can certainly use your production ConfigMgr license key for labs as the there is no licensing cost for the server components of ConfigMgr -- as long as you have MLs for the devices connecting to a ConfigMgr instance, then you are entitled to run that instance of ConfigMgr.
