Power BI Linked Service - failed to load workspace

The integration of Power BI Pro reports with Synapse workspace worked nicely for my Azure login.

When I would like to collaborate with users having access to Azure subscription, Power BI reports and owner role privilege to Azure Synapse workspace the target user is able to see Power BI workspace and Report name listed in the Synapse Studio Develop Tab through an Linked service connection. But, when the user clicks Power BI report for rendering inside Synapse Studio, it doesn't work. Giving an error,

Oops, something went wrong

"Error message: Get report failed"
