Azure Hybrid Benefits for Azure Local brings a range of licensing benefits.
One can obtain these benefits by assigning licenses to the Azure Local hardware (dedicated customer hardware) via Windows Server Datacenter via EA with active SA or alternatively WS Datacenter CSP Subscription, as you state correctly. Number of cores rules is same as with traditional Windows Server Licensing.
There are a range of benefits that come with this:
- Azure Local service costs are waived (10$/ per active CPU Core per Month)
- Extended Security Updates for VMs on Azure Local via Azure Portal (hydrated VMs)
- waived costs for Azure Update Manager*
- Costs for Azure Kubernetes Virtual CPUs (right now in the amount of licensed physical cores for Windows Server
- Windows Server Azure Hybrid Benefits (for deduct of Licensing costs of Azure VMs, refer terms how to apply correctly)
- (NEW) Azure Arc Management Options*
