J_RameshBabu , V12 is just a version designation for Azure SQL and it doesn't imply that Azure SQL managed instance runs SQL engine version 12 which would correspond to SQL Server 2014. Azure SQL DB including managed instance always run latest stable version of SQL engine, which is equal to or higher than latest available version of RTM SQL Server (2019 at the moment).

So, when migrating from on-prem SQL Server to managed instance, you are always migrating to a higher version.
