Hi lamrin! The described autoscaling approach would work in the same way for General Purpose. The huge architectural difference between HS and GP is that the former uses a set of distributed services to store data, while the latter uses the same SQL Server architecture, which uses files (.mdf, and .ndf) to store data. So HS provides more performance and more scalability than GP. But for what concern the time needed to scale up or down, that is similar.
