Hi Stormark the rules have change a bit. Azure Update Manager will incur costs of a max of 5 $ per VM / month in all Windows Server Arc-Enabled Servers no matter where outside of Azure (including running on on-premises Azure Stack HCI 22H2 / 23H2).
If you create VMs via Azure Portal in Azure or on Azure Stack HCI 23H2 this will create a different type of Arc VM.
For Azure Stack HCI 23H2, created through Azure Portal, it will become an Azure Stack HCI Arc VM. This one is free of cost.

If you want to "stop" the billing for Arc Enabled Servers or other non eligible types, you need to remove
- periodic assessment
- remove them from a Maintenance Plan Assignment (manual) or per Azure Policy
- remove them from Maintenance Dynamic Assignments
Then the billing will stop.
