“Cannot OPEN BACKUP device” error seen when backing up Azure SQL Managed Instance to Azure Blob Storage

Have the same issue now.

Msg 3201, Level 16, State 2, Line 2
Cannot open backup device 'https://xxx.core.windows.net/xx/xx.bak'. Operating system error 12002(failed to retrieve text for this error. Reason: 317).
Msg 3013, Level 16, State 1, Line 2
RESTORE DATABASE is terminating abnormally.

Was tested in different managed instance, also with different SA in different subscription and in same subscription, but with no luck.

SAS credential was created from Portal with all required permission.

Also SAS credential was created from UI in SSMS.
