ARC is the outdated Teradata technology, not used since version 17. Currently Data Streams Architecture is used as a backup solution.

The framework you described pretty well describes what can be done. I would however add, that there's no need to dump data to local NFS and then think how to transfer them to Azure:

  1. TPT Export operator (more modern replacement of FastExport) can write directly to cloud storage, both as flat file and as Parquet.
  2. We could do it even simpler, with Native Object Storage feature. With WRITE_NOS function we can dump directly from Teradata database nodes to object storage, in fully scalable and parallel way.
