What is the process to scale down? I need to downgrade from S2 to S , and it is greyed out for me.

Great question! In the initial preview, scale down wasn't supported. We have deployed an update to enable scale down via the control plane REST API, so you can give that a try. Portal support for this is currently planned to release shortly after Build. Hopefully first half of June.
