- Azure Form Recognizer has tabular ingestion and Cognitive Search ingestion doesn't. It can be removed if not needed. This is just a need from most customers, and this is why is in the sample. It can be removed, it won't ingest tabular data from the PDFs properly.
- I cannot help troubleshooting publicly since we would need your billing account which is private and engage our support teams to understand what is the cost that you are seeing. Is it specific from Form Recognizer? We have multiple customers using this solution and we haven't received any complaints regarding that service from the solution. Can you please help us raising a ticket through How to create an Azure support request - Azure supportability | Microsoft Learn and add your billing statement, what you think is billed off and address it to Forms Recognizer (AI Intelligence) team? We need more details to help you understand what occurred and the right team involved. I hope this makes sense.
