Had the same exact symptoms, but a different solution. By using Process Monitor (as you suggested) I found out I was missing the following keys:

Windows Registry Editor Version 5.00

[HKEY_CLASSES_ROOT\CLSID\{000C101C-0000-0000-C000-000000000046}]
@="Msi install server"
"AppId"="{000C101C-0000-0000-C000-000000000046}"
