Same issues here - new subscription and unable to deploy even a single app service of any SKU in UK South, UK West, EU North or EU West.

Support just say there is no availability in these regions, and to deploy in France Central. I'm pretty sure it's a bug, quota says 30 for each of these SKUs in the region, but with a total of zero. Seems bad form that MS doesn't have basic capacity, and likely just a bug, but despite sending support this blog post, I get the same message over and over again - they're adamant there simply isn't capacity right now....
