It sounds like your Total Regional VMs quota is insufficient to support your intended deployment even though your individual quota is enough. In that case, yes, you'd request more individual quota and the Total Regional VMs would be incremented as well. Note that you can request any individual quota, such as B1, to increase Total Regional VMs and ultimately unblock P0v3 deployment (assuming you had enough P0v3 quota to begin with).
This is an artifact of previously representing quota in aggregate rather than as individual SKUs, and the conversion from old to new system will take some time, but the ultimate goal is to simplify that representation and reduce the layers of quota enforcement.
I tried support but was denied an increase and told to try other regions. This was deploying to UK South.
Support was taking too long so I’ve temporarily taken down some demo services to free capacity so I could upgrade what was needed and since moved the demo stuff to another region.
i understand there may be constraints at times but there’s no visibility of this which leaves us needing to do test deployments to figure out whether capacity will be available.
It appears that my regional quota had been reduced to less than I already had deployed which is worrying if it can happen with no notice as you can imagine a scenario of redeploying something and finding part way through that you can’t complete the work.
