I landed here after debugging. The initial error I got wasn't very clear, saying I didn't have enough quota and needed to increase my quota to 0. It looks like in regions infra already exists, there is quota allocated there automatically. But I see 0 quota in all other regions. Was able to resolve after figuring out how to use the quota page and requesting an increase.

The error message that started it all:

Operation cannot be completed without additional quota.

Current Usage: 0
Amount required for this deployment (Premium0V3 VMs): 0 
(Minimum) New Limit that you should request to enable this deployment: 0.
