We are also facing issue Sweden Central with the following error

App Service Plans with fewer than 3 workers are not allowed for zone redundancy. Requested number of workers: 2.

And this is on an app service plan that was deployed last with 2 workers and zone redundancy enabled. So seems to be a regression.

Apologies for the delay, we are investigating this issue. 2 instances should be supported and there are no plans to go back to the 3-instance requirement. I will follow up when I have more information.
