Thanks for your reply but again I don't think this is quite accurate, as you can see I an actual user cannot upgrade to 14.

Also I did try to update last week (just one step v11->v12) however this did not work. We lost the db for eight hours, we could not restore it, we had to get support to do it.
It seems Hyperscale only works if you don't use most of the features that one comes to Postgres for in the first place, eg materialised views or foreign-data-wrappers.
And with respect to the private link, private preview is great, but we have been using this product 18months and still all our data has to go over the internet.
I think Azure needs to more upfront with what works and does not work with this product. For example if you advertise the https://docs.microsoft.com/en-us/azure/postgresql/concepts-extensions eg postgres_fdw. Then support has to mean that it works in all cases including updating the database.
