It's good to see work done on the collation issue. Encountering this on a production system was not the happiest experience, especially when corrupted indexes interfered with fixing the duplicate problem. Fortunately I knew how to disable their use; couldn't just reindex, because by then tables had ended up with uniqueness or foreign key constraint violations. Once string comparisons flipped, all bets were off!
