SharePoint Workflow Manager on Server 2022 Service Broker issue
New installation of SharePoint Subscription Edition on new Server 2022 build. The SharePoint Workflow Manager (not Microsoft Workflow Manager) was installed along with the client and service framework. When I go to run the configuration for Workflow Manager it gets to the part where it is trying to start the service broker and it cannot do so. All my research points to TLS issues and/or patches for Service Bus 1.1. Even though SharePoint Workflow Manager appears to use Service Bus 1.1 behind the scenes, it doesn't look like you can patch it the same way. While ultimately the server will be restricted to only use TLS 1.2, right now there is no restriction in place. I also tried to explicitly enable 1.3 in the registry as well. The windows firewall and defender are disabled at this point and there is no third party AV.
